Overview
Many low- and middle-income countries struggle with health data collection and management to improve access, equity, efficiency and quality of their national health delivery system. eSHIFT and its partners have designed and implemented national-level HIS systems in five countries and continue to support them.
Sudan – 2015 – FMoH DHIS2 Rollout Guidance
In 2015, The University of Oslo (UiO), with the support of The Global Fund (TGF), provided a bridging round of Technical Assistance (TA) via the HISP Network to the Sudan Federal Ministry of Health (FMoH) to complete an initial production-ready version of DHIS2. Previous TA efforts (Sep 2015 through March 2015) supported building the DHIS2 capacity of a core FMoH team and implement a prototype system that culminated in a ‘Training Ready’ version of DHIS2. Over the summer of 2015 (March through July), the FMoH national team carried out a nation-wide end-user training programme in DHIS2 to over 800 data-entry and data-analysis users in 15 States from Locality level through to State level.
With the help of this new round of TA support, the national FMoH team were able to complete in the final quarter of 2016 a production-ready version of DHIS2 (including all health facility forms and related indicators).

Eritrea – 2015 – HMIS Strengthening Response
The Eritrean Health Management Information System (HMIS) was set up in 1997 and a comprehensive HIS assessment using the Health Metric Network framework was conducted in 2007. This formed the basis for revisions that led to the National Health Information System (NHIS) being officially established in 2013 during MoH restructuring. A further review was held in October 2014 that forms the basis of the current MoH strategies to build on the strengths of HMIS. The Mission of HIS is to ensure availability and accessibility of accurate, relevant and timely information to support informed decisions, policy formulations, and planning through collecting, analyzing and interpreting data using appropriate Information technologies.
The UiO provided an initial outline proposal/TOR (10th April 2015) for the implementation and customization of DHIS2 that included:
- The replacement of the current Decision Support System (DSS), including "all useful features"
- Import of legacy data into DHIS2
- Documentation to support the new system and processes
- Capacity building of the national team via a train-the-trainer model
